Because there is nobody to ask. The contractor who built the site answers once a week. The hosting passwords are with an employee who has left. Orders from the form land in an inbox and somebody copies them into a spreadsheet by hand. Every new task starts with working the code out from scratch again.
One team for the site, the links and the application
From day one the site, the links and the application have one owner — you go to them with any task. We start by going through what has already been built: code, data, access and accounts are handed over to us by inventory, not by word of mouth.
From there the work goes in milestones with a named date and a fixed price: each milestone ends with something you can open and touch, not with a report of hours spent.
The sources, the domain and the hosting are yours from day one and registered to your company. You can walk away with them at any point — that is a term of the contract.

Questions
Where do we start if it is not clear what we actually need?
With a conversation and a short review. Often a task described as "we need a new site" is solved by linking the form to the accounting system, and sometimes it is the other way round — the site has to be rewritten and the link must not be touched. The review ends with a written plan and a price for every step.
Can we start small and add things in stages?
Yes, the work is built in milestones. Each milestone ends with something you can open and check, and is paid for separately. You change the order of the milestones between them, rather than signing once for a year ahead.
Who owns the code and the access?
You do, from day one. The domain, the hosting, the cloud and the code repository are registered to your company, not to the contractor. Sources and documentation are handed over by inventory at the end of every milestone, so another team can pick the work up.
Who answers if the site goes down at night?
A person with a name and a phone number, not a shared support address. Availability monitoring is part of site care: we learn about an outage before a customer calls. If we do not host the site, we will still help — that work is billed by the hour.
