Whoever answers first. One task waits for a free contractor, the second for a quote to be approved, the third just waits. Every small fix becomes a contract of its own. Your in-house developer is half busy, but you cannot let him go: nobody else understands this code.
A queue, not a negotiation over every task
You name a task and it joins the queue, with no separate quote and no contract for every small thing. You reorder the queue yourself on any day: the price of the month is known in advance and does not depend on the order.
The work is done by a dedicated team that knows your code: a developer, a reviewer and someone responsible for the release. Holiday or illness of one person does not stop the queue.
Every two weeks, a handover and a review: what shipped, what is taken next, where the queue is waiting on a decision from your side. You can leave from the end of the paid month and take the source code with you.

Questions
How is this different from hiring a developer in-house?
A salary is paid in full even in the month when there is little to do. Holiday, sick leave and people leaving are yours to carry. With the subscription a team runs the queue, knowledge of the code does not walk out with one person, and a month can be paused when there are no tasks.
How many tasks fit into a stream in a month?
One stream is one task in progress and about forty hours a month. More small fixes fit in; a big milestone can take the whole stream. What goes into the next two weeks you see in the queue and change yourself.
Can the subscription be stopped?
Yes, from the end of the paid month. Source code, access and unfinished tasks stay with you, and before the stop we close everything that cannot be left half done. There is no penalty for stopping.
There is little work. Is there anything smaller than a subscription?
The hours bank: ten, twenty-five or fifty hours, valid for twelve months, at one rate at any volume. The queue and the review every two weeks are not included — work is taken as it comes.
